Windows movie maker is available preinstalled on most pcs. It has transitions to use between pics, titles, credits, and effects to lay over the image, like making the image look old.Very easy to use and you can use any number of songs you want and put them in whatever order you like.
There are various programmes which will do this. For instance I would recommend ProShowGold or ProShowProducer.
These will allow you to add video, music, speech etc and you can put the show onto cd,dvd, make an exe file, screensaver etc.
I use ProShow Gold. You can zoom into still pictures pan across them. It has unlimited layers so you can have multiple pictures on one slide, all can be animated. You can add text or a narration to the sound track.

It can save in any format, to CD/DVD, selfplaying e-mails, iPod, MP4 players, Bluberry, even onto your mobile phone and lots of others.

I use ‘MySlideShow-Gold’ and find it very easy to use and produces good results including music voice over if you have a microphone on your Computer.
