Is the other godparent A Catholic? Technically one of the godparents must be a practicing Catholic in accordance with Canon law for a Catholc baptism.
You could buy the gown if they already haven’t. That’s kind of a tradition in some families. A nice pewter candle holder (engraved maybe) for the baptismal candle would be cute. A stuffed lamb holding a gift card or savings bond is another idea.

I would go simple and buy a silver money box, photo frame or Album. I personally don’t think it has to be a religious gift.

my friend chose one of her oldest friends to be the godmother for her daughter and this is what she did……
She bought a ring for Katie (mom) to wear until the baby is old enough to have her confirmation, where the ring will then be presented to the daughter. That way she isn’t giving her something arbitrary, the ring will then become a heirloom to be passed down through generations.
I though it was a beautiful idea, but not sure if it fits your budget.
