I think her being tall is not her only defining charactaristic, she is also a girl, which is the biggest defining charactaristic.
Instead of thinking about a hat to keep the high winds from blowing her hair about, why not consider things that she likes as a woman.
without sounding cliche, consider Perfume, Chocolates, Alcohol, Teddies, Flowers etc.
On a £5 – £10 budget you could even buy more than one of these things and put them in a large gift bag, which costs about £2 from gift shops.
